China Hazardous Chemical Registration

The "Administrative Measures for the Registration of Hazardous Chemicals" (State Administration of Work Safety Order No. 53) came into effect on August 1, 2012. The "Measures" is divided into 7 chapters and a total of 34 articles. Including general rules, registration agencies, time content and procedures of registration, responsibilities of registered enterprises, supervision and management, legal responsibilities, and supplementary provisions.

The Measures stipulate that hazardous chemical production enterprises and importing enterprises (collectively referred to as registered enterprises) need to register for hazardous chemicals if they produce or import hazardous chemicals listed in the "Catalog of Hazardous Chemicals" (2015).

The newly-built production enterprise shall register the hazardous chemicals before the completion acceptance. The import enterprise shall register the hazardous chemicals before the first import.

After the enterprise obtains the registration certificate of hazardous chemicals, it can produce or import hazardous chemicals.、
