一、Purpose and legal basis for registration of hazardous chemicals
Main legal basis:
"Regulations on the Safety Management of Hazardous Chemicals" (State Council Order No. 591)
Article 66: Clearly stipulate that the state implements a hazardous chemicals registration system.
Article 67: Hazardous chemical manufacturing enterprises and importing enterprises are required to register with the registration agency of the Work Safety Supervision and Administration Department of the State Council.
"Measures for the Registration and Management of Hazardous Chemicals" (former Order No. 53 of the State Administration of Work Safety)
Article 10: Newly built production enterprises must register before completion acceptance; import enterprises must register before making the first import.
二、Which chemicals need to be registered as hazardous chemicals?
If chemicals comply with the definition and determination principles of hazardous chemicals, they are hazardous chemicals and need to be registered as hazardous chemicals. This includes:
1.Chemicals listed in the "Catalogue of Hazardous Chemicals".
2.Chemicals that are not included in the catalog but have been identified as hazardous chemicals.

四、Preparation before registration of hazardous chemicals
Before registration, enterprises need to prepare all relevant information, mainly including:
- Chemical Safety Data Sheets (SDS)
- GHS compliant chemical labels
- Other regulatory requirements or materials listed in the registration system (such as company information, chemical information, classification identification reports, etc.).
