Whether it is mosquito coils at home, electric mosquito repellent liquid, or mosquito sprays used for community disinfecting, these hygienic pesticides must undergo strict registration and management by the Ministry of Agriculture and Rural Affairs before entering the market.
According to the "Measures for the Administration of Pesticide Registration", pesticides produced, operated, and used within the territory of our country must obtain a pesticide registration certificate, otherwise they will be treated as fake pesticides.
一、Sanitary Pesticide Registration Update 2025
1. Overall registration status
According to the results of the China Pesticide Information Network, there are 142 approved and registered sanitary pesticide products in 2025, including 86 single doses and 56 mixtures.

二、Registration policy evolution
Registration and management policies for sanitary pesticides have undergone important evolution. After the revision of the "Pesticide Management Regulations" and the promulgation of supporting regulations in 2017, a new registration policy began to be implemented.
Under the new data requirements, in addition to the nearly 300 products approved under the transitional policy in 2021, the number of registered hygienic pesticides in 2020, 2022 and 2023 will be around 40 on average.
It is worth noting that the number of new sanitary pesticides in 2024 will be 110, nearly three times more than in 2023, showing the end of the policy adaptation period and the increase in market activity.
On July 15, 2025, the Ministry of Agriculture and Rural Affairs issued Order No. 3 of 2025 to amend the "Pesticide Registration Management Measures" to further improve the pesticide registration management system.

三、Registration application conditions
1.Applicant qualifications: Pesticide manufacturers, companies exporting pesticides to China, or new pesticide developers.
2.Test requirements: Complete the registration test according to regulations, and the test information is complete.
3.Application channels: Domestic enterprises apply to the local provincial agricultural authorities, and overseas enterprises apply directly to the Ministry of Agriculture and Rural Affairs.
四、Detailed explanation of registration process
The registration process for sanitary pesticides is basically the same as that for ordinary pesticides, and the "Pesticide Management Regulations" and supporting regulations must be strictly followed. The core process is as follows:
1.Prepare registration information
Test data: covering product chemical tests, toxicology tests, efficacy tests, and environmental impact tests (indoor hygiene insecticides and human body-applied mosquito repellent products are exempt from environmental data).
General information: application form, applicant certification documents, applicant statement, summary report, labels and instructions, product safety data sheet, etc.
Key note: The test must be completed by a test unit approved by the Ministry of Agriculture and Rural Affairs.
2.Submit application
Applicants submit registration applications through the "Ministry of Agriculture and Rural Affairs Government Service Platform" online application system, and submit paper and electronic materials as required.
Overseas enterprises need to entrust a registration agent in China to apply for registration.
3.Application acceptance:
Domestic applicants submit pesticide registration applications to the provincial agricultural and rural departments where they are located. The provincial agricultural and rural departments shall conduct a preliminary review of the materials submitted by the applicant within 20 working days from the date of acceptance of the application.
4.Technical review:
The Ministry of Agriculture and Rural Affairs will organize its affiliated pesticide testing agency to complete the technical review within nine months after accepting the application or receiving the application materials and preliminary review opinions submitted by the provincial agricultural and rural departments.

The Ministry of Agriculture and Rural Affairs will make an approval decision within 20 working days from the date of receipt of the review opinions. If the conditions are met, a pesticide registration certificate will be issued.
